3 Full-time 2 hours ago Full Job Description The Training Specialist IV performs complex consultative services and technical assistance work in the Community Care Services (CCS) Program Support Unit within the Community Services (CS) division.
This position plans, develops and maintains Basic Skills Training (BST) and Continuing Skills Training (CST) curricula for CCS programs and for the professional development of staff.
Develops and maintains web-based training (WBT) courses.
Provides technical assistance to program staff and coordinates with CCS Trainers and Quality Assurance staff to provide quality training products.
Presents information to CCS Trainers and others through train-the-trainer (TTT) sessions.
Performs periodic needs assessments to design appropriate materials for training.
Participates on division planning committees and workgroups.
Interprets policies, procedures, rules, and regulations to apply to curriculum development tasks.
Provides consultative services and technical assistance to plan, implement, and monitor effective community services.
Participates in the analysis of current service delivery methodology, and in the development of action plans for future service delivery models.
Assists in the development of policy and procedures manuals.
Makes presentations regarding CCS policies and procedures.
Works under limited supervision with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions:
Designs, writes, evaluates and coordinates producing and implementing state-wide Community Care Services (CCS) training programs.
Directs the creation of the course offerings based on training needs assessments.
Monitors feedback.
Conducts Train-the-Trainer sessions with the CCS Trainers and others for all new courses.
Maintains and updates existing instructor led training (ILT) curricula and Web-based Training (WBT) courses.
(60%) Consults with State Office program staff and regional field staff to assess training needs and establish learning objectives, time frames and target populations.
Participates in the analysis of current service delivery methodology, and in the development of action plans for future service delivery models.
(10%) Interprets policies, procedures, rules, and regulations to apply to curriculum development tasks.
Provides technical assistance to plan, implement, and monitor effective community services.
Assists in the development of policy and procedures manuals.
Makes presentations regarding Community Services policies and procedures.
(10%) Designs methods for assessing and evaluating the effectiveness of training.
Reviews feedback to determine effectiveness of material, analyze training needs and develop curricula to reflect those needs.
(5%) Prepares management reports, analyzes information to keep management informed and responds to issues.
(5%) Serves as a Community Services Curriculum Development representative on planning sessions, committees, workgroups, meetings, and conferences to address significant issues.
(5%) Evaluates automated applications for accuracy and effectiveness such as the Service Authorization System Online (SASO).
(5%) Attends work on a regular and predictable work schedule in accordance with agency leave policy and performs other duties as assigned.

Knowledge of Community Care Services (CCS) programs such as Community Attendant Services, Primary Home Care, Family Care, Home Delivered Meals, Emergency Response Systems, etc.

Knowledge of and experience in designing curriculum for adult education to align with the principles of adult learning.
Skill in applying adult training principles and in producing and delivering training or presentations.
Skill in assessing the impact of major changes in policy, processes, and procedures on existing operations and in assessing the need for training.
Skill in communicating verbally and in writing.
Skill in the use of the personal computer and the Microsoft Office Suite, including SharePoint, PowerPoint, Excel, etc.
Skill in decision making and classroom management for quality learning outcomes for field staff.
Skill and experience in the application of project development, evaluation and assessment as it relates to adult education.
Ability to gather, assemble, correlate and analyze facts.
Ability to devise solutions to problems.
Ability to develop and evaluate training materials.
Ability to multitask, prioritize work and meet deadlines.
Ability to organize tasks and adequately prepare for training delivery assignments.
Ability to deliver training for trainers in adult learner techniques for quality curriculum delivery in future instructor led classrooms for field staff.
Registration or Licensure Requirements:

Knowledge of Community Care Services policy and procedures is preferred.
Ability to communicate verbally and in writing.
Experience in producing and presenting educational curricula for training sessions, workshops, or presentations.
Experience in the use Microsoft Office Suite, including SharePoint, PowerPoint, Excel, etc.
