3 Full-time 3 hours ago Full Job Description Manager IV (Joint Training Manager) THIS POSITION MAY BE HOUSED ANYWHERE IN TEXAS.
Performs highly advanced (senior-level) managerial work overseeing daily operations and activities of the Joint Training program in Long-term Care Regulation (LTCR).
Oversees goals, planning, and implementation of joint training functions for the nursing facility, assisted living facility, ICF/IID, life safety code, home health, and home and community-based services and Texas home living joint training programs.
Provides strategic direction, vision, accountability and leadership to unit staff.
Oversees Nurse Continuing Education Provider program and OASIS clinical consulting function.
Provides consultation/coordination to leadership staff in LTCR and other parts of HHSC and the provider industry regarding field staff and provider training.
Reviews and evaluates applicable training materials, as well as proposes new content development and strategic planning for the assigned areas.
Performs all tasks associated with the direct supervision of staff including hiring, work assignments, performance evaluations, performance monitoring/feedback, tracking time and leave, staff development planning and implementation, consistency initiatives, and other personnel activities.
Ensures effective communication with external stakeholders, including providers, advocates, and associations.
Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions:
Oversees the training function for assigned program areas, including providing direction and leadership in the development, implementation and monitoring of training goals for each of the trainers in the unit.
Collaborates with providers, associations, regional and state office leadership, and others to assess training needs, respond to requests, develop goals and objectives and devise solutions to training problems and needs.
Leads strategic planning and goal setting for assigned programs and functions.
20% Provides leadership and oversight of training delivery to ensure a learner-centered environment in the classroom is created and maintained by trainers through a structured program of orientation, mentorship, observation, and feedback.
Ensures quality and consistency of instruction through developing individualized mentoring and staff development plans, developing and providing staff development and training, and providing individual coaching.
Ensures accountability of training staff through observations and feedback.
20% Provides direction and oversight in the development and implementation of training goals and objectives, policies, protocols and training initiatives for Regulatory Services training.
Leads strategic planning process for establishing program goals and objectives related to training.
Establishes unit goals and objectives and communicates those with staff, establishing clear expectations.
Works collaboratively with associations, providers, advocates and other external and internal stakeholders to establish plans, goals, and vision.
20% Supervises staff workloads and schedules, ensuring staff schedules reflect department expectations, in coordination and consultation with regional directors and regional management.
Ensures assignments are distributed appropriately and accountably and that identified needs are met.
Oversees staff scheduling and planning including monitoring individual and team schedules and overseeing inventory of materials and request lists.
20% Professionally and effectively represents the Curriculum and Training team in committees, meetings, and conferences, and supports the LTCR program by responding promptly to information requests and preparing written reports.
Represents LTCR at meetings with external stakeholder groups, provider associations, and other areas of HHSC.
Attends and presents at external conferences, events, and meetings.
10% Performs other duties as assigned.
10% Knowledge Skills Abilities:
Experience working with LTCR programs either in LTC Regulatory Services or with a regulated LTCR provider.
Experience managing professional staff preferred.
Skill in project management and oversight.
Skill in providing feedback to others regarding performance and expectations.
Skill in managing multiple programs or business functions.
Knowledge and understanding of LTCR programs and processes.
Ability to handle multiple assignments and work under extensive latitude for independent decision making.
Ability to respond quickly and with discernment to fluid situations.
Skill in communicating tactfully with leadership and staff in high profile situations.
Skill in communicating with internal and external stakeholders.
Experience in training adults preferred.
Registration or Licensure Requirements:
None.
Initial Selection Criteria:
At least 2 years experience with adult training and development.
Experience with LTCR programs.
Experience managing projects.
Experience working in learning management systems.
