3 Full-time 11 hours ago Full Job Description This posting supports the financial system at the Health and Human Services (HHSC), operated as a hub instance of the Comptroller's PeopleSoft system (named CAPPS).
The system supports financial and procurement functions for HHSC, the Department of State Health Services, and the Department of Family and Protective Services.
In addition to the general Systems Analyst job requirements below, specific positions currently available focus on report development (develops queries and BI publishing reports, as well as monitoring security roles), scheduling (job scheduling, batch processes, and scripts), and functional analysis (data analysis, resolving customer requests for assistance, working with customer to prioritize fixes and enhancements).
These positions interact with customers to understand business needs and to effectively communicate potential technical solutions in terms they can understand.
Develops and communicates technical, business, and system requirements and guides staff charged with acquiring, developing, and/or implementing products and services.
Troubleshooting and solving major problems (may involve solution development).
Work is performed under limited supervision with extensive latitude for the use of initiative and independent judgment.
This position is classified as a fulltime position (40 hours a week) but work outside of regular hours may be required.
This position is eligible for remote / work from home anywhere in Texas.
Travel to work locations may occasionally be required.
Essential Job Functions:
Produces complex technical specifications, diagrams, and other documentation.
Supports systems to meet customer needs.
Provides advanced technology operations triage support by troubleshooting and resolving difficult functional and performance issues encountered in production, development, and test environments.
Guides ongoing maintenance and enhancements to both software and hardware.
Ensures systems and other products are successfully installed and tested.
Prepares and implements test plans and scripts to ensure quality products are implemented.
Adequately trains other technical or customer support staff in the successful modifications or implementation to software systems.
Recommends acquisition of commercial products and/or services, when cost effective, to achieve objectives.
Analyzes complicated work requests, determines estimated hours and costs, plans work effort and duration.
Develops, submits, and maintains all necessary documents according to the appropriate Project Management Life Cycle, System Development Life Cycle, and Governance processes as assigned.
Creates, coordinates, and obtains approvals on documentation such as business requirements, cost estimates, change advisory board submissions, project plans, work plans, test plans, system requirements, design documents, data dictionaries, entity relationship diagrams, flowcharts, and proposals.
Evaluates existing and proposed computer applications to verify business requirements, system requirements, and equipment configurations are accurately incorporated.
Analyzes complex business processes, equipment, and techniques for applicability, reliability, efficiency, speed, cost, flexibility, and meeting customer needs.
Coordinates application interfaces with other areas within the agency, between vendor owned systems, and between state agencies with the coordination of management.
Analyzes new and changing business requirements to determine the impact on existing systems; proposes innovative system enhancements and changes to meet new requirements.
Identifies needs and opportunities to improve business processes through automation and consolidation and proposes possible solutions.
Knowledge Skills Abilities:
Knowledge of technical approaches used to deliver IT products and services to large client organizations.
Knowledge of security controls to protect systems and data assets.
Knowledge of Oracle, PeopleSoft, and People Tools.
Experience with SQL.
Knowledge of system reporting capabilities (Oracle, SQL).
Experience with COBOL preferred.
Skill in communicating with both customers and development stakeholders on automation issues.
Technical writing and diagraming skills, including proficiency with modeling and mapping tools (e.
g.
, Visio, Erwin), the Microsoft Office Suite (Word, Excel, and PowerPoint), and MS Project.
Analytical and problem-solving skills.
Good oral and written communication skills.
Skill in estimating project timelines.
Ability to read, interpret, and analyze existing program code, and make recommendations for improvement or replacement if required.
Ability to develop positive relationships with cross-functional team members.
