Performs advanced (senior-level) epidemiological work for the BRFSS, within the Community Assessment Team of the Center for Health Statistics (CHS).
Work involves:
preparing BRFSS data files for dissemination; performing data quality checks on BRFSS data files; analyzing BRFSS data; disseminating results through presentations and publications; using advanced statistical procedures necessary to support these activities; assisting the BRFSS coordinator with programmatic activities including grant application, survey development, and program evaluation; supervising the work of the junior-level epidemiologist; developing and implementing data management policies and methods; and serving as backup for the BRFSS coordinator.
Work may involve analysis and dissemination from the Texas Youth Risk Behavior Surveillance System (YRBSS) and School Health Profiles (SHP) survey.
Responds to incoming data requests from the public, media, researchers, schools and universities, health officials, and other governmental agencies for epidemiological information utilizing data from the BRFSS.
Provides technical assistance and consultation.
Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions:
EJF 1:
Initiates and conducts advanced professional research and epidemiological projects related to state and community health status and health care issues using BRFSS, vital statistics, and other available health related data.
Projects typically involve the analysis of complex data sets using advanced statistical techniques and specialized computer software.
Study results are used to guide state and community health assessments, agency-wide program planning and evaluation, and state and national health policy development.
Position prepares advanced research materials in formats that facilitate community decision-making.
(30%) EJF 2:
Coordinates the acquisition, documentation, creation, and management of the Community Assessment Team's BRFSS and other databases.
Develops and implements data management policies and methods and directs staff on the use of Team data files.
Works with the BRFSS Coordinator, the Centers for Disease Control and Prevention (CDC), and the state's BRFSS data collection contractor to ensure the availability of valid and reliable state and community data on behavioral health risks.
Writes advanced computer data processing programs to format databases for analysis and create survey weights and calculated variables based on complex CDC specifications and algorithms.
Applies, tests, and evaluates appropriate and innovative statistical methods to research data based on scientifically sound principles.
(30%) EJF 3:
Plans, schedules, provides technical assistance, and reviews projects of other staff.
Proposes long-range research objectives and implements new research ideas.
Reviews reports and special publications.
(20%) EJF 4:
Manages and responds to requests for Community Assessment Team data and analytical products from the public, agency staff, public health researchers, and other governmental agencies.
Provides epidemiological information to the general public, news media, and others.
Coordinates with other program staff in the collection and generation of specific CHS data.
Provides technical assistance to customers via telephone, written correspondence, and through training as required.
Provides consultative and technical services to internal departments, other outside agencies, community organizations, and the general public and acts as a primary content expert and contact on the appropriate utilization of CHS data systems.
(20%) Knowledge Skills Abilities:
Knowledge of advanced statistical concepts and methods and their application to research and analysis.
Knowledge of epidemiologic analyses and measures, principles and methods with related biostatistics understanding.
Knowledge of chronic diseases and associated risk factors.
Knowledge of appropriate surveillance techniques for population-based research.
Skill in written and verbal communication for private, public and professional group interactions.
Skill analyzing and querying large databases.
Skill using advanced statistics in the analysis of data, including complex sample survey analysis with multi-stage probability sample survey data.
Skill using advanced features of software such as SPSS, SUDAAN, SAS, Excel, PowerPoint, Access and MS Word.
Skill in the request for proposal (RFP) process.
Skill applying programming techniques to the analysis of large data sets.
Skill in technical writing and in documenting computer-related tasks and developing instructions for users.
Skill in project planning, communication, and training.
Ability to establish and maintain effective working relationships, set priorities and manage time efficiently.
Ability to exercise good judgment, efficiently organize information and effectively solve problems.

Registration or Licensure Requirements:
Initial Selection Criteria:
Master's degree with major coursework in public health, epidemiology, chronic diseases, biostatistics, or a related field.
Professional experience in epidemiology, biostatistics, survey statistics, statistical programming, managing and analyzing survey data, or preparing/publishing technical reports.
At least one (1) year experience using SAS statistical software.
Experience working in a team setting.
Additional Information:
The Center for Health Statistics offers optional partial telework to its team members and this position is eligible for partial telework.
