General Description:
The Data Governance Director leads and manages agency-wide data governance activities for the Texas Higher Education Coordinating Board and the Tri-Agency Workforce Initiative.
This position is responsible for improving quality, and managing the protection, of sensitive data and information assets.
The position focuses on establishing and ensuring adherence to an enterprise-level data governance framework for data policies, standards, and practices to achieve the required level of consistency, quality, and protection to meet overall agency needs, including both agency-level and program-area data.
Acting as the Data Management Officer for the agency, this position leads and manages data governance functions, policy recommendations and implementation, and Data Governance Council meetings and decision-making to drive the strategic direction of data management activities for the agency.
This position reports directly to the Deputy Assistant Commissioner of Data Management and works closely with the Deputy Assistant Commissioner-Research and Analysis, the Chief Privacy Officer, and Tri-Agency Workforce Initiative work groups.
General Duties and
Responsibilities:
oAct as the Data Management Officer for the agency and serve as the agency's representative on the statewide Data Management Advisory Committee.
oLead the development and direction of the THECB data governance framework, with a focus on increasing efficiency and ensuring the protection of sensitive data through clear organization behavior policies and standards, principles, governance metrics, processes, related tools, and data architecture.
oEstablish and govern a roadmap for data governance implementation, including strategic priorities in support of the agency's Data Modernization Initiative and other agency programs.
oLead and chair the Data Governance Council:
responsible for facilitating meetings monthly, managing agenda creation, facilitating decision-making, leading data governance strategy, and executing escalation and appeals procedures.
oServe as a liaison between key division leaders and Texas Tri-Agency Workforce Initiative stakeholders (including TEA and TWC), and between data stewards and senior leadership.
oCollaborate with Data Owners and Stewards to provide guidance and assistance in the development and maintenance of system architecture and data components.
oDefine indicators of performance and quality metrics, and ensure compliance with data-related policies, standards, roles and responsibilities, and adoption requirements.
oSupport the data sharing agreement process with internal and external stakeholders and coordinate with the teams responsible for processing and fulfilling data requests.
oContinuously look for opportunities to streamline and improve agency services and data-related processes.
oPerforms other duties as assigned.
Knowledge, Skills, and Abilities:

oKnowledge of Federal and Texas standards, guidelines, and regulatory compliance requirements related to information security and industry best practices.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
