Operation of the Financial Management Program - Financial Manger's Range of Impact:
Incumbent provides financial services to Central Texas Veterans Health Care System (CTVHCS) primarily impacting the local area. Financial management is necessary to support the fundamental mission of the medical center which is to provide acute care, outpatient care and long-term care for veterans through general health/medical programs, various medical specialty services and allied health services. The Chief, Finance Service is responsible for the maintenance of funds by programs, determining the appropriateness of expenditures, collection of funds and ensuring the fiscal integrity of all financial records at the VAMC. The Chief, Finance Service, is also responsible for the supervision and control of all facility fiscal functions to include Finance, General Ledger Accounting, Budget, Agent Cashier, Accounts Receivable, Employee Accounts, Patient Funds, General Post Funds, Billing and Collections, Employee Travel, Internal Audits, and MCA. Functions involve the expenditure of public, trust and deposit funds in accordance with various laws and regulations. These and other responsibilities may be accomplished through the use of computer hardware and soware packages. Skills in computer operations enhance program operations. Financial management services are provided to beneficiaries, patients, the public, medical center personnel and occasionally, dependents. The service must be prompt, efficient and courteous. The medical center provides patient care services including ancillary, laboratory, general medical, general surgical, long-term care, psychiatric and nursing services. Financial Management is impacted by broad program diversity when the operations require implementation of additional, more complex financial accounting, budgeting and reporting techniques. Responsibilities of the Chief, Finance Service, are impacted by major and minor short-term or long-term construction projects, education and training, research, diversified procurement regulations, debt collection, contracts and shared agreements. Programs and guidelines are established by Central Office for use by operating offices as a supplement to and in accordance with existing financial law, regulation and financial policy. The Chief, Finance Service, may recommend policy changes. This is an operating level program. Staff management is characterized by employee turnover, difficulty obtaining and retaining technical personnel, contracts and contract negotiations with outside firms such as VACO program officials, vendors, insurance firms and legal entities. Staff management also includes the application of various pay schedules which impact the entire staff. The Chief, Finance Service, is responsible for effective utilization and access of computer equipment by all service personnel. Automated financial functions include accounting, billing and collections, procurement, reporting, etc. As part of the planning and analysis process, automation may be used to access data from off-station as well as local computer systems to obtain information necessary to management for decision- making and to clinical services for monitoring quality of care issues. Financial plans may also change frequently because of the changes in medical practice, availability of medical staff, equipment and other capital-related capabilities; the types of patients to be treated; treatment programs available; the cost of patient care; and fluctuating bed and outpatient care demands. In addition, continuing modernization of physical facilities to accommodate new services requires more planning for capital outlay and maintenance funds. Changes in program priority are also common and result in the need to frequently re-evaluate budget plans and resource utilization. Each of these elements generates its own problems in financial areas relating to budgeting, accounting and reporting. There will be organizational variances, but for the most part the incumbent will continue to accomplish tasks by regular methods and approaches. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Responsible for a complete accounting program including planning, adapting or revising local accounting systems, analyzing and evaluating current and past performance, interpreting effects of transactions and applying accounting concept to meet local needs. Internal controls which cross departmental lines must be established and reviewed. responsible for the technical processes of budget formulation, review evaluation and executions. Develop and recommend a budget plan taking into consideration workload, non-payroll requirements and space. Ensures that the budget system is effectively utilized as an evaluating tool in measuring program performance and effectiveness. Knowledge of federal statutes, VA regulations and guideline, Comptroller General decisions and the regulations of the U.S. Treasury Department, General Accounting Office, Office of the Inspector General and the Office of Management and budget are required. The incumbent must also have a thorough understanding of management, budgeting techniques and financial systems. You will be rated on the following Competencies for this position:

Physical Requirements:
The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
