Leadership & Professional Development Specialist

The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Leadership and Professional Development Specialist position within the Access and Eligibility Services (AES), Leadership and Professional Development (LPD) section within the Strategic Engagement and Employee Support (SEES) division.
AES is driven by its mission to connect people, services, and supports by helping individuals and families in need of food, medical care, cash assistance, and other social services.
SEES focuses on AES employees across the state and provides them with the information, tools, and resources they need to be successful in their jobs through the areas of change management, internal communications, leadership and professional development and organizational development.
LPD transforms people, services, and supports through leadership development.
This position performs advanced (senior-level) consultative services and technical assistance work with the capacity to accomplish results on various projects and assignments simultaneously within a changing environment.
Work involves planning, designing and implementing professional development learning solutions focused on building and enhancing the key leadership competencies of AES staff.
This position develops short- and long-term training goals and course development goals through meeting with AES senior leadership, making recommendations for course content and designing and/or developing course specific materials.
This position has extensive involvement in administering the AES sponsored leadership academies and online learning resource repository.
The Leadership and Professional Development Specialist recommends learning resources; designs learning solutions that utilize effective design principles and appropriate instructional techniques.
Creates and monitors evaluation response rates; checks accuracy of evaluation data and revises evaluation approach as required; Creates positive learning experiences that meet or exceed management and staff's expectations.
Works effectively with others to achieve common objectives.
Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

The Leadership and Professional Development Specialist (Training Specialist V) identifies long/short-range training goals for the AES leadership academies, designing curricula and facilitating learning sessions.
This position recommends strategies, teaching methodology, training aids, and evaluative techniques to achieve program goals.
Prepares impact statements, briefs, and cost comparison data for management.
Adheres to appropriate project management timelines and coordinates resources to maximize performance.
Also collaborates with LPD manager and others to develop the application and selection process for the academies.
20% Develops, implements, reviews and revises training materials and plans according to AES and LPD standards and expectations.
Consults with AES management to design annual learning plans and create skills development courses using a variety of instructional techniques and formats to improve the professional skills of AES staff.
15% Develops effective evaluation methods and processes through observations, reviewing participant feedback, and communicating with AES leadership.
This also includes developing tools such as surveys to gather data regarding trainees' experiences to gauge program effectiveness and identify trends.
Collecting data, analyzing results and reporting metrics to management is critical.
This position reviews training design documents, training plans, curriculum, exercises and activities and recommends changes to ensure skills development programs meet the needs of staff and expectation of AES leadership.
10% Uses modern facilitation techniques to engage the adult learner and consults with staff to ensure learning needs are met; recommends resources to improve performance, manage challenging situations and direction setting.
25% Researches, identifies, and shares both internal and external professional development resources.
Responsible for taking action to provide professional development resources to AES management level staff beyond the more structured professional development offerings.
To include finding articles, books, webinars, instructor led trainings, etc.
both inside and outside of the HHS system and vetting them for relevancy to the professional environment and work at AES.
Informs staff of these resources through newsletters, presentations, emails, and in-person events and encourages and promotes their use.
15% Interacts routinely with staff at all levels, internal and external to AES.
Involves collaborating with AES leadership and staff; communicating orally and in writing to keep stakeholders informed and engaged of LPD training programs and related activities.
Facilitates workgroups/agency sponsored meetings to identify training needs, develop materials and schedules.
15% Knowledge Skills Abilities:
Senior level experience developing written processes, procedures, goals and objectives for the AES leadership academies and other professional development programs to include curriculum development and training for diverse audiences with various skill levels.
Experience in developing, implementing and maintaining all necessary training elements, e.

, strategic roadmap, learning guides and training documentation.
Extensive experience facilitating learning sessions using skillful application of adult learning theory to ensure learning outcomes are achieved as required.
Experience in consistently drawing upon a wide variety of techniques to ensure engagement, knowledge transfer, skill development as well as efficient and fun learning.
Expertise skill in the use of Microsoft Office Suite, Publisher, Visio and SharePoint and curriculum development software.
Skill in effectively managing multiple projects and assignments.
Skill in effective survey collection techniques and statistical analysis processes for identifying trends and process improvements.
Ability to problem solve, analyze and compile clear, concise reports.
Ability to train all levels of staff, especially those seeking to increase their leadership presence and effectiveness.
Ability to make decisions and recommendations to AES executive leadership as necessary using effective written and verbal skills.
Registration or Licensure Requirements:
Initial Selection Criteria:
1) Graduation from an accredited four-year college or university.
Experience can be substituted for the education on a year per year basis.
2) Two years' full-time work experience in professional development preferred.
3) Experience in curriculum design and development and in training staff at all levels.
4) Two years experience in managing multiple projects.
5) Five years facilitating learning sessions using skillful application of adult learning theory to ensure learning outcomes are achieved as required.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
