Contract Specialist III The Texas Health and Human Services Commission (HHSC) MedicaidCHIP Services (MCS) department seeks a highly qualified candidate to fill the position of Contract Specialist III.

Reports to the Contract Administration and Provider Monitoring (CAPM) Manager for Waiver Program Enrollments.
The Contract Specialist III performs advanced (senior-level) contract management and enrollment administration duties.
The enrollment duties are in relation to the Medicaid Waiver Programs applications and contracts.
Responsibilities include:
developing and evaluating a broad range of administration activities for contracts and enrollment; assisting with the development of solicitations, contracts, and amendments by identifying provider resources, describing services to be rendered, and negotiating contract specifications; evaluating expenditure data and making projections to ensure appropriate use of funds; negotiating contracts, contract renewals,and amendments; making recommendations to change solicitation, contract boilerplate, and other contract-related documents; conducting needs assessments to determine requirements for the purchase of goods or services; monitoring contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract and policies, and recommends cancellation of contracts when deviations occur; monitoring legal and regulatory requirements pertaining to contracting; drafting correspondence/reports on a complex level according to designated policies, procedures, state and federal laws and regulations; maintaining automated databases and tracking systems as required; assisting with development and revision of internal contract administration policies and procedures; identifying the need for and assisting with the development and delivery of training; performing quality assurance activities regarding the processing of contract enrollments and issuance of contracts; ensuring applicants and contractors are in compliance with federal/state requirements; interpreting program policies and providing guidance for procedures, state and federal regulations on a complex level for applicants, contractors, and stakeholders; providing basic technical assistance to applicants and contractors; coordinates the risk assessment process for contract monitoring and planning; completing special assignments as required; mentoring other contract specialists and may train others.
Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions:
Develops or collaborates with Procurement and Contracting Service (PCS) for the development of Medicaid/CHIP solicitations, contracts, and amendments by developing contracts, evaluating information supplied by vendors, developing and implementing evaluation instruments, developing and monitoring timelines, and creating required contract management documentation, managing all aspects of the contract from development to closure, maintaining contract documentation in the contract management repository (15%).
Negotiates or facilitates negotiations of contracts, contract renewals, and amendments (15%).
Performs quality assurance activities regarding the processing of contract enrollments and issuance of contracts; ensuring applicants and contractors are in compliance with federal/state requirements (15%).
Drafts correspondence/reports on a complex level according to designated policies, procedures, state and federal laws and regulations; maintains automated databases and tracking systems as required; assists with development and revision of internal contract administration policies and procedures (15%).
Monitors contractor's performance by reviewing deliverables, billings, fiscal data, and compliance with the terms and conditions of the contract.
Identifies and initiates remedy process when non-compliance issues are identified.
Communicates with contractors verbally and in writing regarding remedies associated with non-compliance.
Tracks assessed remedy responses from vendors to ensure compliance (15%).
Leads, facilitates, and participates in internal and external workgroups for solicitations, contract amendments, contract extensions, and terminations.
(10%).
Administers the billing process for contractors and reviews invoices for accuracy (5%).
Evaluates expenditure data to ensure adequate funding and monitors contracting periods.

Identifies the need for and assists with the development and delivery of training (5%).
Knowledge Skills Abilities:
Knowledge of state and federal laws and regulations relevant to the Medicaid/CHIP programs.
Knowledge of contracting regulations, negotiating contracts, developing contracts, monitoring contracts.
Knowledge of contract processes.
Skills in operating personal computers and in using applicable software.
Ability to evaluate contracts and recommend future actions.
Ability to interpret policies, procedures, and regulations.
Ability to evaluate fiscal data for reasonableness, necessity and conformity with contract requirements.
Strong ability to write and edit correspondence, memorandums, contract requirements and specifications.
Ability to negotiate features of a contract.
Ability to monitor and evaluate contractor performance.
Strong ability to communicate effectively both orally and in writing.
Ability to lead or facilitate workgroups.
Ability to communicate with internal and external stakeholders.
Registration or Licensure Requirements:
Certified Texas Contract Manager, or the ability to obtain certification within 12 months unless otherwise approved by Supervisor.
Initial Selection Criteria:
Two years of contract management experience that may include developing, evaluating, monitoring, or negotiating.
Preferred experience in contract processes.
Preferred experience in interpreting policies, procedures, and regulations.
Must have experience in communicating effectively both orally and in writing.
Experience in leading or facilitating workgroups.

The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.
